The Council held the first of two scheduled sessions to finalize the FY2026–27 budget department by department. Major decisions: funding two new firefighter positions for safety reasons, restoring $500,000 for Scouters Hall funded from fund balance rather than the tax levy, and a Department of Public Works warning that the town's road conditions will likely require a multi-million-dollar bond in the near future. The school budget was not resolved and will continue at a future session.

Council President Alves presided over a 6:30 p.m. executive session followed by the regular 7:30 p.m. meeting. Major items: withdrawal of the Pound Hill Realty zoning overlay petition, a Charter Review Committee public hearing continued to June 25, approval of the remaining police station renovation payment following favorable bond underwriting, a time-sensitive flood zone map update, and an extensive grants status update.

Council President Alves presided. A licensing-heavy meeting with a major Budget Committee presentation of the proposed FY2027 budget. Major items: approval of several business licenses, an executive session update on the Pound Hill Realty mediation, a $500,000 Pacheco Park recreation grant agreement, renewal of the quarry road access permit, and resolution of a Planning Board appointment mix-up.

Councilwoman Alves presided. All five members present. The meeting’s substantive business centered on the police station renovation: two change orders (OPM and architect) were approved, and an OER energy grant payment was front-loaded to meet a state deadline. A new dog boarding license was approved for Phoenix Rising Equestrian Center. Routine items included utility pole and fiber upgrade approvals, an appointment to the Historic District Commission, and a Planning Board appointment continued to the next meeting.

Council President Alves presided. The meeting opened with an executive session on pending litigation. Major items: unanimous approval of the $9 million police station bond authorization, a rejected memorandum of understanding with Pound Hill Realty, and a unanimous vote to relocate the multi-generational senior/scout center project from Halliwell back to Scouters Hall.

A special meeting devoted entirely to the police station renovation project. No members of the public signed up for open forum. The Council unanimously approved the project's final Guaranteed Maximum Price ($9,039,526.81) and held an extended discussion on bond financing strategy ahead of a future formal vote.

Council President Alves presided. The meeting opened with a moment of silence for former Council member Dan O'Brien. Major items: a Groundwater Protection Committee quarterly update, an extensive abatements/assessment-process discussion, an Emergency Food Drive debrief, and award of audit and actuarial services bids.

Councilwoman DeCristofaro presided in the absence of Council President Alves. Major items: presentation of the FY2025 independent audit (unmodified opinion, two findings), a police station renovation status update, grants status update, and approval of a five-year Axon Taser upgrade contract.

Councilwoman Alves presided. All five members present. The meeting covered a dense agenda: the police station funding strategy was debated at length with the Budget Committee presenting its recommendation, but the decision was deferred to allow a more comprehensive assessment alongside the FY2027 budget. The council approved a $17,500 GZA environmental compliance contract for the auto salvage yard on Iron Mine Hill Road, completed a two-year zoning ordinance update (second reading), discussed the PRISM streetlight contract, approved wayfinder signs for the 250th anniversary, and handled routine items including retainage, fuel tanks, abatements, and an interim EMA director appointment.

"The Council moved into New Business with a presentation from Pam Aveyard of the RI Emergency Management Agency regarding updates to Mowry Tower. Following this, the Council deliberated on the approval of the North Smithfield Fire & Rescue contract, effective July 1, 2025, through June 30, 2028. Lt. Greg Landry also presented a request for the purchase of a LaserTech Crash Scene Mapping System, aimed at improving the efficiency and accuracy of the North Smithfield Police Department’s accident investigations."

The meeting contained the first substantive debate over the proposed Code of Conduct, surfaced a detailed junkyard/non-conforming use complaint from a resident, continued Charter Review Committee planning, and disclosed that the CDBG grant for Halliwell was in serious trouble due to the “multi-generational” framing. The grant writer RFP process was nearly complete with three finalists being interviewed the following day.

The Conservation Commission used the open forum to press the Council for urgent action on acquiring the 148-acre "Gold Property" — now known as the Gold Forest, bordering what would later become the Rankin Estates project — before a $400,000 state grant expired on June 30, 2019. Separately, the fire chief reported an emergency: Engine 2, the department's second main fire truck, failed state inspection due to frame rot and was taken out of service, with a loaner vehicle and an older reserve engine used as stopgaps. The meeting's longest item was a contested, second-reading vote to rezone a Route 102 property (associated with Russo Automotive) from residential to Business Highway, sited within the town's aquifer protection overlay district; after an initial motion to deny failed on a split vote, the Council ultimately approved the rezoning with several stipulations, including a requirement that permitted uses be limited to the town's less-intensive Business Neighborhood list despite the formal Business Highway designation.
