Key issues and discussion
Pound Hill Realty — Zoning Petition Withdrawal
Following an executive session, the Council formally accepted the applicant's June 15 withdrawal of its petition to rezone the Pound Hill Realty parcel, subject to a standard 12-month bar on refiling the same amendment for the same property. A related memorandum of understanding and settlement agreement was presented but not voted on, and was continued to the August 3 meeting for further consideration.
Ballot Question Reconsidered — Department of Facilities and Capital Assets
A proposed charter amendment establishing a standalone Department of Facilities and Capital Assets, which had failed at a prior meeting, was brought back for reconsideration under Council procedural rules. On reconsideration, the amendment passed and will now appear on the November ballot alongside the Council's other approved charter questions.
Police Station Renovation — Construction Progress
The project team reported that a groundbreaking ceremony has been held and that the first construction phase — hazardous material abatement, demolition, and relocating police operations into temporary space — is substantially complete. The project's subcontractor buyout process is more than halfway complete, with costs tracking at or under budget. A public project website with periodic updates is now available. The Council approved payment of $296,861.52 covering outstanding construction and design-team invoices; no new increases to the project's overall budget were presented this month.
Grants Program Update
The town's grant consultant reported $1,072,000 in grants secured to date, including funding for police communications equipment, Pacheco Park, and senior center kitchen improvements, plus an additional $4,903,000 in federal appropriations that have cleared committee review and await final budget signature. No grant application has been rejected to date. Additional state applications for street safety, Main Street improvements, and climate resiliency remain pending. The town confirmed it is also pursuing open-space acquisition funding opportunities for the Halliwell site.
Town-Wide Road Program and Culvert Repair
The Council awarded a $898,975.76 contract for reclamation and paving of four roads (Tanglewood, Winchester, Martha, and Sorrell) to the lowest responsive bidder among seven received. Separately, the Council approved a $135,000 award to replace an undersized culvert with a larger, storm-rated pipe at 819 Pound Hill Road, which will require a temporary road closure with resident notification.
