Why the meeting was so short

The chairman opened by noting the board was missing both Dr. Benoit (recused as an abutter, as in all prior Rankin Estates hearings) and Ryan Hammond (out sick, unexpectedly), leaving only three of the four members who had sat through the project's prior three hearings of testimony. Rather than proceed with a partial panel on what was supposed to be decision night, the applicant's attorney requested the board continue the matter, framing it as a fairness issue: "I don't think it would be fair to the town, the community, or the applicant to deprive Mr. Hammond of participating in the vote." The chairman agreed, and the board's newest member, Phil Gasparro — seated on the board but not yet eligible to vote on this application since his appointment postdated the hearing's start — was noted as a non-voting attendee.
