Pound Hill Realty Mediation
The Council held an executive session on the ongoing Pound Hill Realty litigation and mediation. In open session afterward, Council Vice President Punchak reported that the town had presented an offer to Pound Hill Realty the prior week; the applicant returned a counteroffer, which the Council rejected. The Council authorized outside counsel to deliver a final offer to Pound Hill Realty along with an associated response deadline. Depending on the applicant's response, the memorandum of understanding could be made public as soon as June 11, and that response will also determine whether a vote on the proposed zoning overlay moves forward.
Staggered Four-Year Council Terms — Legislative Ratification Resolution
The Council considered, but took no action on, a resolution that would have sought advance state legislative ratification of the proposed charter amendment establishing staggered four-year Council terms. The Town Solicitor reported that the General Assembly will not pre-ratify a proposed charter change before it goes before voters, though indicated it would look favorably on the change after the fact if voters approve it first. This means the question will be decided entirely by North Smithfield voters this November.
