Old Great Road — Traffic Safety and Speeding Concerns

A resident raised a detailed public safety concern about speeding on Old Great Road, a short dead-end street with only 18 houses, describing frequent unsafe speeds from delivery drivers and other through-traffic with no reason to be there. He said a neighborhood Facebook post drew responses from over 75 residents describing similar concerns, and asked the Council to consider a physical traffic-calming measure such as a speed hump.

Police Chief Lafferty said this was the department's first complaint specifically about this street and offered to run periodic speed-enforcement details there. The broader traffic-calming question connects to a federal Safe Streets grant application discussed later in the meeting.

Board of Licensing

The Council approved a license for Farmhouse and Wellness Center LLC after clarifying confusion between the agenda listing and the actual application: the property supports an equine-assisted psychotherapy program, and the license allows the operator to board a horse if needed for that therapeutic use. The Council also approved a seasonal fireworks tent license for TNT Fireworks at Walmart East.

Pound Hill Realty Zoning Overlay Petition — Withdrawn

Police Station Renovation — Financial Update

The project's Guaranteed Maximum Price remains unchanged, with no new change orders. The Council approved payment of $66,204.78, the remaining balance on requisitions submitted to Parasol Builders. Separately, bond underwriting for the project has been completed, with the bond bid coming in at a favorable 3.649% interest rate; closing is expected in late June. Flood Zone Ordinance Amendment
