Key issues and discussion

Parasol Builders — Construction Manager Selection

The council accepted ECC’s recommendation to select Parasol Builders as construction manager for the police station renovation. Gilbane’s estimate was roughly 40% higher than the other three bidders. ECC’s project manager explained the discrepancy: Gilbane used in-house historical data (RS Means) while Parasol’s estimate was based 75–80% on actual subcontractor input, making Parasol’s numbers more reliable. The formal contract award was deferred to the November 10 meeting.

A due-diligence question was raised about whether Gilbane was seeing something in the building that others were not — a legitimate concern given the project’s history. ECC’s explanation was accepted. This selection is the foundation for the budget discussion at November 10 and the contract authorization at November 17.

Pachico Park — DEM Recreation Grant Application

The council approved a resolution supporting a DEM recreation grant application for Pachico Park for up to $500,000. Scott Savigny (33 Hillview Ave) urged the council to consider substituting the proposed $132,000 pour-in-place rubber surface with less expensive engineered wood fiber, arguing it still meets ADA requirements and would free up funds for other capital priorities. The administrator noted the town is not wedded to any specific surface and will work with designers on ADA compliance and cost optimization.

Police Union Contract — Public Hearing Closed

The public hearing on the police union contract (IBPO Local 410, 2025–2028) was reopened and then closed. No public speakers. Approval of the contract was deferred to the November 17 meeting due to the statutory 14-day waiting period after closing the hearing.

Speaker Summary
Scott Savigny
33 Hillview Ave, (Opening Forum)
Supported Pachico Park grant concept but urged council to consider substituting the proposed $132,000 pour-in-place rubber surface with less expensive engineered wood fiber. Argued cheaper option still meets ADA requirements, would still qualify for $500K grant, and would free up funds for other capital priorities (police station, Halliwell). Noted pour-in-place surfaces eventually fail and require full replacement.
Teresa Griss
1790 Pound Hill Rd, Parks & Rec Chair
Spoke in support of Pachico Park grant. Parks and Recreation Commission met with administrator October 14 to review conceptual plan and voted as a group to support it. Asked for council’s approval to move forward.
